Why?  These three pulp/radio heroes are pretty much like Batman in terms of their weird outfits and their low level of "tech," although at some point Batman starts pulling all sorts of wondrous devices from his belt.

Some Spider-stories have him use a "web-gun," so how is that different from DC's spider-hero the Tarantula?

I *suspect* one thing that makes *some* comics-readers-- such as Peter Coogan, who authored a book on the superhero genre-- want to separate the pulp heroes from the comics heroes is not that the powers are so different, but that the ethic of the pulp-heroes is sometimes a little more hardcore, a little vigilante-esque, than the often milder superheroes of the four-color pages.  Most of the reasons I've read for separating the groups seem like special pleading-- which is not to say that I don't have my own weaknesses in that department.  Believe me, you don't want to get me started on why I think Luke Skywalker fits the "quasi-superhero" mold but Harry Potter doesn't.
