Hardly a good story (too meandering, too much wasted potential,) but an example of The Man Who Could Work Miracles (1936) or It's a Good Life (1961) (from TZ) or Dark City (1998) type of story. Some gags are good (the choking man at the beach, the angry dwarf,) some bad (the hokey pokey scene.)

It's not even clear who actually is generating the miracles or what is exactly that happens (with said ability) at the end.

"There is a lot of money tied up in this film and people expect to hear a boom when something blows up, so I'll give them a boom."
