Saw the new Lowry restoration of FANTASIA Friday night. It's similar to the other recent Lowry Disney restorations: zero grain, but the detail and texture retained, and bright, vivid color. As with the DVD, all of Deems Taylor's narration is still redubbed; personally, I'd like to have an option on the Blu-Ray for a track that retains all the surviving Taylor narration and just uses the new voice to fill in the gaps.
Yes, the black centaurettes are still censored. On the DVD, it was fairly obvious when those shots happened, because the image was very grainy due to blowing up the image and reframing it. On the new restoration all the grain is gone and the blown up sections have been sharpened, so the reframed/censored shots blend in more seamlessly. Maybe they can put a sticker on the Blu-Ray: "Now with new, improved censorship!"
