I didn't know we had such covering on our brains.By george I think you've got it. We're looking at the wrong place for the skull; the incision (through the skin) is much larger than it appears. There's a black line across the forehead; I think that was a guide for the incision (through the skin), then the skin was folded back, exposing the skull. You can see where the skin has been folded back, at the left, beneath both of the clamps on that side. They even included a few veins or arteries or whatnot on the underside (now exposed) skin. The area between that and where the meninges (thank you Jameson) are folded back--that's the skull. And it even looks rather like bone. Eureka.
