Interestingly, we're soooo hung up on nudity in this culture, that you pointed this out, but didn't mention how incredibly violent those films (HEDORAH through TERROR OF MECHAGODZILLA) are

Judging the Godzilla films as if they exist in a vacuum all their own would make these elements seem disjointed, but again, in the context of Japanese Cinema of the 1970s, it was par for course.
Several Toho fantasy films of the period, THE BLOODTHIRSTY ROSES (1973), SUBMERSION OF JAPAN (1973), ESPY (1974) and CATASTROPHE: 1999 (1974), all feature female nudity or erotic scenes. Interestingly, an early post-occupation murder mystery from Toho, THE VAMPIRE MOTH (1956), features nude scenes -- of course, it's because they're nude figure models...

But regardless of whether or not it's a real Godzilla film (whatever that means), Godzilla 98 is nevertheless still part of the series especially since Toho made the decision to reference the events of the film in Godzilla, Mothra and King Ghidorah: Giant Monsters All-Out Attack and then actually use Zilla as a character in Final Wars. Like it or not Godzilla 98 is a film fans are going to have to learn to live with.
Plus the animated series based on it was pretty awesome.
