Were the characters portrayed by the same actor or not? I know that there are a whole bunch of Fantomas films, but I doubt they share actors. Also there were only two, maybe three Kaliman movies. Again, same actor?

Joker was stolen from THE MAN WHO LAUGHS so I won't recognize him as a comic book character because he was a film character first. Cesar Romero wasn't playing a comic book character but an extension of a previous cinematic character. Is that how this works?

Just 'cause, literally, that is what that character is.
