There are two kinds of IP, dynamic and static.

Static IP addresses are IP addresses that are assigned to customers and only to that customer. Think of it like an telephone number. Such IP addresses are usually assigned by smaller (relatively speaking) service providers. If we ban that individual's IP address, it is impossible for him to log on to the CHFB even if he creates a new account at Yuku or the CHFB. He would have to go through the trouble of getting a new account with his service provider and get a new IP address before he could access the CHFB.

Dynamic IP addresses are different in that they are a temporary IP address assigned to a customer from a pool of IP addresses owned by a very large service provider. They can't possible have a specific or static IP address for each customer because they may have millions of customers. Therefore each time the customer logs on to the Internet from that provider (think a large provider like AOL) they get a new IP address. There may be thousands of people using that same IP address at any given moment. So if I ban a particular dynamic IP address I could inadvertantly ban thousands of people who are using or will be assigned that IP address in the future.

In the case of the spammers using a service provider in China I banned a range of dynamic IP addresses simply because we do not seem to have many, if any, active members using that service provider based in China. If there were any lurkers that used that provider and had IP addresses within the ranges I banned, they won't be able to access the CHFB.

Each range I banned removed 1,000 potential IP addresses belonging to that service provider, IP addresses that the spammer could use in the future.

Yuku has made it their policy not to ban ranges of dynamic IP addresses, so it is up to admins to police their own sites.
