I grew up many years ago in the Northern Virginia area, and so have fond memories of Count Gore De Vol. However, I seem to recall somewhere in the dim recesses of my fallible mind a horror host in the Washington
DC area (I assume he wasn't national) from the early 70's -- maybe even late 60's -- before Count Gore. This person also did a vampire shtick, and as I recall he wore a goatee. There were also host segments,
sometimes featuring a singing chin puppet who lip-synced novelty songs with macabre themes. One specific one that I can remember was "Little Black
Bag" (I think the the version done by Gene Moss), the Jack-the-Ripper ode sung to the tune of "Little Brown Jug" (YouTube example here).
However, I cannot recall the fellow's name (I was around 10 at the time). Does this ring a bell for anybody else?
