Also, one of the authors asserts that the real cover-up involved the CIA and FBI trying to hide their own gross negligence.  He more or less claimed that both agencies knew enough about Oswald to have kept closer tabs on him and probably have stopped the assassination. 

A letter from Oswald threatening an assassination would be an entirely new thing to me.  There were communications in the months beforehand warning of an assassination attempt, but I don't remember any threatening one and certainly not one from Oswald.  I question the validity of the guy's claim, but, if it did turn out to be true, it'd be a biggie.

I think the truth is that the CIA and the FBI both knew about Oswald.  I mean, his defection to the USSR was pretty well-known, as was his conflicted views on Cuba and  Castro.  But I suspect both agencies thought pretty much the same thing that the KGB did.  Wacky guy, but pretty useless and pretty harmless.

It does seem that there may have been some covering-up, as Craig suggests, by the agencies trying to cover their own possible mis-steps.  We know, matter of fact, that a Dallas FBI agent intentionally destroyed a note that had been left for him by Oswald.  That may have been more of an instance of the guy protecting himself than the agency.  Still...it is an odd, confirmed, and kinda suspicious act.
