    There are many technical reasons for selecting one power line frequency over another. Early on, there were many frequencies being used at  the same time by the various power companies. It all boils down to who had the largest market share. Since the US and Europe are separated by an ocean, large power generating equipment was developed in parallel. You can also add that Pal has a much better definition (Ntsc: 525 lines, Pal: 625 lines), and much better color reproduction than Ntsc. Any American tourist visiting Great-Britain and looking at a TV screen is amazed by the image quality - this has been reported many times, including in American novels!
Of course it can be different now with HD sets, DVDs, BluRay, etc. I'm only speaking of television of 15 or 20 years ago. When Ntsc was mocked as being the abbreviation of "Never Twice the Same Color". smiley: smokin
