I'm going from memory here, but I recall that in Denis Meikle's Hammer history there's a quote from Peel given around the time of the film's release about "whichever way the twig is bent" and his "twig" being bent "bachelor-wise." Although his being gay might have been something not unknown to his co-workers, it also might explain why Hammer execs seemed reluctant to cast him again in such a high profile role.
