No Susan Hofheinz was not the sole owner back in the 1990's when the Sony-Columbia VHS releases came out or when Cinemax and AMC ran the titles on cable. It was after that time that the 40 AIP titles were split up between the Arkoff estate, Susan Hofheinz, Herman Cohen and Orion Pictures. The Arkoff estate put the titles they own the rights to on DVD and also produced "remakes" (in name only) of some of these titles (She Creature, How to Make a Monster, Earth vs The Spider). Herman Cohen got the rights to Horrors of the Black Museum and Headless Ghost. Orion got the rights to several films which were released on DVD by MGM (Attack of the Puppet People, Angry Red Planet, Beast with a Million Eyes, etc). Hofheinz got the rights to 10 AIP films and besides suing A&E and Discovery for showing clips from trailers (which she lost) has done nothing to market or promote the films she has the rights to.
