When completed, the Spanish version of Dracula cost just over $66,000 to make and only took 22 nights to film, compared to the seven weeks and $450,000 it took to film the English version. In fact, the Spanish crew shot the film so fast that they ended up shooting some of their scenes on sets that weren’t completely finished. Rather than wait for them to be finished, the filmmakers compensated for the empty sets with clever lighting. 

About the number comparisons - I wonder which film's budget included building all the sets that both were shot on, studio overhead, the script rights & development, etc.  It might be more fair to say that the Spanish version only cost an extra $66,000 on top of the Browning production.  Plus, if you include weekends off (assuming they took weekends off), the Spanish version was shot in 4 1/2 weeks compared to 7 (or, put another way, Browning's may have been shot in 37 days compared to 22).
