I think I know the Lom photo Dick is referring to and I think he's right.  The glossiness and the layout makes me think CFQ, but I kinda suspect it might be a European mag.  Maybe L'Ecran Fantastique.  Todmichel might know, if it is. 

As for Fisher-- to me he's the Hammer ace, definitely (with all due respect to Val Guest).  He's been called pedestrian in the past, but to me, it's Freddie Francis who is the very definition of a pedestrian director, and the comparison between those two really shows Fisher's strengths. 

But...let's not get carried away.  In the entire more-than-a-century history of movies, there's barely a handful of filmmakers who could be fairly compared to Hitchcock, and Terence Fisher -- much as I admire and respect the man -- ain't one of 'em.
