That is my biggest red flag. I tell people this (probably ad nauseum) on other web sites, but I live in the "Don't Mess With --- " state, and my part of it's a nauseating dump. Including large parts of Galveston, the place tourists are still drawn to every year. And I'm sure  a lot of it is BLAMED on tourists (and teenagers, and immigrants, and that biggest boogieman of all, "Yankees"), but I think it's that people as a species are, well, creeps when it comes to throwing trash. (I even find soft drink and beer cans that are one-quarter FULL - in other words, it's more important to THROW the can than to finish DRINKING from the thing!!!) And of course recycling is still treated as some suspicious "hippie" thing to do (even if that actual word isn't used), so that's enough to keep "real Americans," and "real Texans," away from IT. (One more reason I don't listen to most definitions of those phrases.) As you say, it's a joke.
