That's a big part of the charm of the Hammer product: the detail of a universe where (as Vincent Starrett once said) it is always 1895 -- or thereabout. 

How cheap and easy it would have been for them to use 1960s costumes and sets, and I'm quite sure that the films would be merely obscure curiosities had they done so.
