The only studio that could: Warner Bros. DOC SAVAGE was completed at least a year before it was released. The problem was that the studio execs had very limited imaginations; the only previous film/TV series that they were familiar with that was (in their minds) anything like DOC SAVAGE was the Adam West BATMAN. They were worried that audiences wouldn't know how to respond to DOC; they thought it was childish drivel and so wanted audiences to know that they should laugh at it. So they had Pal camp it up. I heard this from Pal himself, for what that's worth.

Yes, Spielberg has clearly shown that he has no ability to make an adventure film like this. Just look at RAIDERS OF THE LOST ARK.
