Well, while the Hallmark discs were nothing to write home about overall, there are examples where the quality there was better than the UK set (I'm pretty sure Hallmark's presentation of CHICKENS COME HOME may have been better). Hallmark's BLOCK-HEADS was nice, and I have read that the UK version is missing something... though I haven't tried it out yet.
I think pre-DVD Hallmarks transfers were more polished in terms of cleaning up debris, and smoothing out the image. However, I'd argue that in many cases the UK set gives a superior, straight-forward representation of the film-sources, and overall has less of that flat video-like appearance than the aging RHI tape-masters give off.

If I'm not mistaken, even the guy who did the Hallmark/RHI masters even said that they were great in their day, but that they would look much better if re-done today.
