Only the high profile film festivals serve that purpose, such as the Cannes, AFM, San Francisco International Film Festival, Tribeca Film Festival, Rotterdam, etc., where distributors and studios are in attendance; not some fans who rent the movie for a local screening — not that there's anything wrong with that, but those aren't "film festivals" in the marketing sense.
Okay, so some of those that Keith mentioned are more like cons (i.e., no distrib.s or studios in attendance) than film festivals, correct?

Jim, the only one of the events I mentioned that would be considered a convention is Anime Expo. At AX, the screenings are free but they're only open to attendees who bought a pass to the Expo. The others like NYAFF, Fantasia, etc are traditional film festivals in that they're open to the public and attendees aren't required to do anything beyond buying a movie ticket.
