If anything, the movie suggests that the random process of evolution is a universal one that affects not just biological life but all objects and processes and is a strong refutation of the notion of intelligent design (the steely-realistic Kubrick was contemptuous of the idea of man as a "noble savage," and quite different, ideologically and politically, from the cautiously optimistic, idealistic Clarke). When the jawbone swings into the sky and the weapons platform takes it place, it's implied that it technology has evolved over the millennia, just as the creature that created it has. HAL adapts to its own situation in order to survive. Even the monoliths can be perceived as undergoing adaptations over millions of years.
