It's some crazy thing to do with electrical systems. And it's wrong in the US too, 30fps supported by a 60hz signal (PAL = 25fps/50hz), but as 30 is like WAY off 24 they contrived the 3.2 pulldown thing... causes very slight jerkiness in scrolling movements, if you watch closely for it... 25fps was deemed 'near enough', right? I guess so. What annoys me is that we're still saddled with the nonsense. No need for it whatsoever in the digital realm.
