I'd say it's the other way round.  Any film in which Q gives Bond a watch with a laser or magnet inside or a belt buckle that acts as a grappling hook or a car that turns invisible or a keyring filled with stun gas or some other such device counts, for my money, as a science fiction movie.  Or, at least, a movie with sci fi elements.  While there are some Bond movies (the first two and the most recent two in particular) that are relativley gadget free, the majority of the Bond movies feature such si fi gadgetry heavily.
