Yeah, that exact sentiment is mentioned almost word-for-word by Tom on the commentary, only I think you may be confusing that scene for the other Bradburry-esque dialog scene where Richard Carlson personifies the desert in his conversation with Barbara Rush ("It's alive, you know...").

In the Joe Sawyer powerline scene, Sawyer talks about the wind and how it almost talks to you through the power lines.
