I suspect that Honda did intend a tie and in a way, the film is, since neither monster is destroyed. In Godzilla Raids Again, Godzilla pretty much totally incinerates Anguirus (not that that stopped them from briging him back later!) but in KKvG, Godzilla's fate is ambigous enough for it to be really a tie, an uncertain victory.

Part of this may have been due to, while Kong was the star and the bigger monster on a worldwide popularity scale, Godzilla was Toho's main monster and getting completely pussywhipped by Kong would make him less of a conving threat in any future films, so it makes sense to have the victory be scored by luck.
