I have seen 1960s publicity material before that names Kong as the victor. The pages were posted on this board.

Also, I've heard that one early draft of Godzilla Vs The Thing had Godzilla washed ashore by the hurricane, pretty much knocked out by his battle in the previous film.

I've never read the script or treatment for King Kong Vs Frankenstein, but I've heard it ends with both monsters falling into the water and neither rising, which would be a draw. At some point going from that script to King Kong Vs Godzilla, somebody obviously decided it would be cooler if Kong came up.

If one takes the point of view that the battle ended as soon as the monsters hit the water, then we're back to the King Kong Vs Frankenstein scenario, and that is apparently how Toho sees it now. Below is a page from a book that came out sometime between 1975 and 1984, listing all of Godzilla's fight stats. It only has him losing one battle - the one against the two Mothra larvae. The first battle with Kong is listed as a victory (for Godzilla), and the second one is listed as a draw/indecisive. Also listed as indecisive are: the first battle with Angilas (on the island), the battle with Rodan (In Ghidrah, The Three Headed Monster), the short battle with Mothra (Godzilla Vs The Sea Monster), the first battle with Hedorah, the first battle with Mechagodzilla and the first battle with Titanosaurus.
