If Godzilla could lose to a pair of puny caterpillars, it's completely believable he would lose to Kong. But the myth comes down to interpretation of the final scene. Some might say that Kong retreated because he knew Godzilla was stronger in the water, or that Godzilla knew he was beat and swam away. Kong surfacing as he did pretty much announced he'd won.
Which has always made me wounder about the end of Invasion of the Astro-Monster where Godzilla, Rodan and Ghidorah fall into the sea and only Ghidorah resurfaces. As a child I always found this very distressing. Did Godzilla and Rodan loose? The ending is so ambiguous. Ghidorah could be running away but then why don't Godzilla and Rodan reappear to announce their victory. Especially Rodan who is not amphibious and should be drowning! Even today this still bugs me!
