No. King Kong never replaced Frankenstein. It was Godzilla that replaced Frankenstein, so Kong being given electrical abilties because he replaced Frankenstein doesn't make any sense. Besides, in the original King Kong vs Frankenstein story, the Ginko (The giant monster that Frankenstin creates) didn't have electrical abilties.
Ok, that makes sense. I doubted that was the real reason anyway.
 As for why Kong has electrical abilties? Who knows. Maybe its because Kong is a giant gorilla God, and you aasociate Gods with lightning/lightning bolts (Thor, Zeus, etc.) or maybe they got the idea from this publicity photo of Kong from 1933.
That actually just might be it! Lightning is commonly associated with gods, especially in Shinto. I know there was an article in an issue of G-FAN that talked specifically about the symbolism behind lightning in kaiju films! I'll have to go re-read it.

Also can I have the source for your information on the various versions of the "King Kong vs. Frankenstein" scripts. Mine is primarily coming from Ray Morton's book King Kong: The History of a Movie Icon... But as August already pointed out that book has some mistakes.
