There was also a very strong pro-Nazi movement within England (and in the US) before and during the war, and not just spies. A great many people thought war with Germany was stupid, that England and Germany were destined to be spiritually and economically linked (hey, they had a Kaiser and Aa Queen who were cousins, aunt and nephew, or something. But then, everybody was cousins then...) If Q2 is evocative of anything from wartime, I think it's the many collaborators-- the Channel Islands stuff, pro-German feelings in Scotland, etc.

But I think it's about what it's about-- people keeping their traps shut for self-serving reasons. "It's our people doing it, and making good wages. So we're asked to keep our mouths shut, same as in wartime, see?"-- quoth the weaslly little camp counsellor. And that cuts across the political board, left, right and center.
