Very cool topic!

There were actually 2 photos of Harker post-vampirization. One is similar to the way is in the film wherein he appears pretty-much the same as he did before his death, but with the addition of fangs.

My theory is this: Remember that the recently-vampirized appear somewhat "corrupt" after their vampirization--particularly before they've been sated with the blood of the living. At the point at which they are destroyed, they return to "peace" and assume the state which they would normally be in had vampirization not derailed the aging process (consider Dracula's bride played by Valarie Gaunt becoming an old hag after staking versus Lucy's becoming "pure" and "at peace" after her staking after being a morally "corrupt" vampire; and Dracula himself returns to the dust he would have been had his dead body be allowed to decompose for the span of a few centuries).

Is it possible that the above-posted photo of Harker is the post-vampirization, "corrupted-by-the-undead" version of Harker; and the more peaceful Harker image actually the post-destruction, "peaceful" state? And there is no evidence of a staking in either photo. Is it possible that Van Helsing somehow opened the crypt to the rays of the sun, thus causing Harker's destruction?

All things considered, perhaps Hammer considered the shrivelled Harker to be too gruesome (or perhaps too fake-looking) for the final cut and ultimately opted for the "normal-looking" Harker/vampire.
