I've said it before and I'll say it again: Even as a kid watching FRANKENSTEIN, it bugged me that Fritz got heat for stealing an abnormal brain when
(in the opening reel) we saw Henry makes an on-camera attempt to steal the brain of the hanged criminal for use in the Monster. Unless that guy was hanged for
jaywalking or something, what's the difference?

Maybe it was a white collar crime, so Henry thought his creature would have intelligence. That he was caught and executed meant he wasn't too intelligent for Henry to control.

As for the Monster having none of Ygor's characteristics (except facial!) in FRANKENSTEIN MEETS THE WOLF MAN, It sort of falls into line with the Red Cannon/George Kingsley brain transplant(ation, according to Karloff) in BLACK FRIDAY, where Cannon's brain was in Kingsley's skull, but, except for a little irritabilty, showed almost none of Cannon's personality or encoded memories. And there was no Karloff by Lugosi's side in FMTWM to utter "Miller, Kane, Devore and Marnay...Miller, Kane, Devore and Marnay" in his ear (or should it have been Frankenstein, Bohmer, Kettering, and Elsa...Frankenstein, Bohmer, Kettering, and Elsa!).

As a matter of fact, when the Monster finally regains his sight and sees Elsa (Ilona Massey this time) he's has that look that seems to be interpreted as two things- "I know her" and "I wanted to schtupp her back then and I'm gonna do it now!"

"How can I handcuff a bloomin' shirt??!?"
