Ehhh... I dunno about that, Bob. I've recently begun to acquire the Bond soundtracks on CD, and there is at least one Barry clinker -- On Her Majesty's Secret Service. I like his score for Octopussy but find it somewhat slow and lethargically paced.

Dave Arnold has also been hit and miss. Did not care for Tomorrow Never Dies but The World is Not Enough is a classic score, imho. Just the right combination of synthetic and traditional, with a terrific upbeat lead-in for the Bond theme, and some nice cocktail lounge jazz. He incorporates the theme song very nicely.

Don't get me wrong, I'm a huge Barry fan, have a number of his scores on CD, but I'm not sure he'd be right for the modern Bond films.
