I got into OTR a few years ago on the 'net and became a huge fan, especially of forties mystery-horror-suspense shows. My two favorites were Suspense and The Whistler.

As to Lights Out, I found it almost consistently disappointing. Maybe I was expecting too much. Sometimes I think they tried too hard to shock and/or gross out the listener. I prefer it when this happens naturally, or via suggestion or implication.

But each to his own. The creator and original author of Lights Out was a man named Wyllis Cooper, who, in the late forties produced and wrote another radio horror show, Quiet, Please, which I find much spookier and more effective than LO. I highly recommend it. There's even a Quiet, Please website, where you can listen to episodes and download them, and which also has some great OTR links. Check it out. I don't think you'll be disappointed.
