That's HAREM ALEK, and believe it or not, it's available on DVD, though not readily. I saw it at Tim Murphy's house; so did Ted Newsom and Don Willis. It was discussed at some length in the Universal folder here, complete with screen-capture photos.

I never went in the door of one--not my gender choice--but I was often amused by titles on the marquees of gay-oriented theaters. Among many others there were PIER GROUP, SELMA AND HER BOYS (gay hookers used to hang out on Selma Blvd. in Hollywood), REAR ADMIRAL, and the double bill of HOLLOW MY WEENIE DR. FRANKENSTEIN and DOES DRACULA REALLY SUCK?

As for TORTICOLA CONTRE FRANKENBURG, I had occasion recently to check its IMDb file--and discovered that it has occasionally been shown at European film festivals quite recently. I once met the guy who played the Monster, Torticola (twisted neck), who was in town to play the title role in an Alfred Hitchcock movie.
