It seems so many things deteriorated in the second half of the 1960s. Besides "Famous Monsters" suddenly using reprints, there were the Dell Comics -- outside of some special cases (Dell giant annuals, for instance), there were no reprints for 20 years -- and then, all of a sudden, most of the big titles were full of reprints (of course, it was Gold Key by then.) The argument was that the audience was mostly kids, so the stories would be new to them -- but wasn't the audience ALWAYS mostly kids? Using that logic, the reprints should have started around 1945! Similarly, if the "turnaround" is 3 years, Famous Monsters should have started using reprints around 1961 or 1962, yet they didn't.
