I guess Warren just woke up one day and said "I think I'll start publishing a bad magazine". Seriously, I'm sure Warren, whose main goal was to run a successful business and make money, made his decisions based either on trying to appeal to the biggest audience or saving money. Maybe he thought most casual readers wanted shorter articles instead of the lengthy filmbooks of the earlier issues. The general consenses among publishers of kid-oriented material, like comics books, back then was that the readership turned over about every three years. That meant that the reprints would be new to the majority of the audience. Bad for us long-time readers, but possibly a good business decision on Warren's part. I'm not saying I liked it, but that was just the reality of the business. Whether or not the articles themselves were bad is a matter of individual opinion.
