I have made this same point more than once.  So (surprise!) I agree with you.  This explanation (or rationalization if you're so inclined) also explains the reaction of the gypsies -- "there's a werewolf in camp."  They didn't know Bela was a werewolf because he hadn't been changing into one -- until the charm stopped working.  Either that, or they're a bunch of maroons too.
