This is not an official response, but I've been doing this thing for a long time and every year, those things that I have nominated have always wound up on the ballot.

In fact, I just nominated something for 2016. This is the LINK. Now if someone comes along and agrees with me and seconds the nomination, it will be reasonably considered and hopefully wind up on the ballot. If you have something that really is special, see if someone you know agrees that it's groundbreaking and is also good work. Ask them if they will nominate the thing and then be sure you have a link to it, or that it's available to the general public to eyeball somewhere so the folks in charge can have a gander.

How to do this officially, I don't know. But for 13 years, the above has worked for me.
