I think OMSS gets better as it goes along especially after it stops trying to remind the audience this is an official 007 movie not a spoof or a rip-off  ("That never happened to the other fellow" The credit sequence showing previous "official" Bond films. Lazenby reviewing previous films' gadgets. The janitor whistling "Goldfinger") Savalas and Riggs overshadow Lazenby, but like the film he gets better as it goes along and I think he's the best fighter of all the Bonds. Peter Hunt may have been the series best director as well. I wish he directed Bond films again. He even did a good job directing Roger Moore in Gold and Shout at the Devil so he might have done wonders for him as Bond. 

As for the old tag "this would be the best Bond if Connery were in it"... I think he was so bored and contemptuous of the role (at the time) I don't think he would have taken it quite as seriously as it needed to be. 

Personally I put this one at #3 of my favorite Bonds just behind From Russia with Love and Goldfinger
