That was my first thought. But good ol' Darren Gross - who alerted me to this - pointed out the titles were (and I quote): "genuine film opticals and animation" 
That seems a little high end for a local TV production in the 60s. There's a high-angle shot of the lab that also seems above average for a pitch reel - though he was no doubt anxious to syndicate at the time, as he was in the 80s

The Wacky World of Dr. Morgus was popular regionally....and it suddenly pops into my head as I type that Morgus was likely doing spook shows around this time. It may have been produced for something like that, ala Monsters Invade the Pajama Party

Definitely have to track down more info on this one....
