I agree with the Frankenstein Monster defines "Monster." However, as a child the "Children of the Dammed" were the dam scariest to me.

Are we talking design and execution, or legacy type of thing?
Design and execution is without a doubt the Gillman, first film. That suit is just amazing and perfectly created. In no way do you ever stop and see it as a costume or an effect. Very close second is the Frankenstein Monster, the first movie. For design you have to stop at the first film, as that one also used Karloff's natural build to its great effect. By the time we got to Bride he has gained some weight and it took away from the overall creepiness and haunting aspect of the Monster. Legacy it is really hard to argue Dracula. Well, that is if you add into it all the Vampire crap. Without a doubt the biggest selling monster is a Vampire, and that is all a fall out from Drac. I personally am not a vampire fan at all, but you can't deny it is pretty much a genre all its own now days.
