That would be my guess, too, though I must admit I don't recall any such atmospheric lighting in that film. It does look like the monster from FIRE
MAIDENS, though.

Well, you're real close, so I'm gonna give the answer. Yes, it is Michael Gough, but the film is HORROR HOSPITAL (which, IMHO, is Gough's best 70s
horror film).

Did he appear in an episode of STAR TREK (TOS)Phantom, are you thinking of Mark Lenard who played Sarek? If so, that's not him. I can't swear this guy wasn't in a STAR TREK (TOS) as I don't know his name, but he's likely part of the dance troupe listed in the credits for this film.
